Background: The College Executif General has choosen Civil Servants belonging to every party and decided to sent them to Brussels to have there a "stage"(I can not find an english traduction of this word). It means that those people will remain for three to six months in Belgium and work there in one or other Administration corresponding to their specialty and attend accelerated lessons to learn how to perform the duty awaiting them in the new State. Many of them have worked for years in the Congo Administration in lower grades but always under close white Civil Servants supervision. Now they have to replace them and do the job by their own. Others have very few experience and even some of them know scarcely to read or write. Often they are not choosen for their intelligence or their ability but only for their party-influence. The "stage" is done on State-expenses and all this people are very well payed. Some of the first party sent a month ago to Brussels seemed to the Belgian Administration so much non-competent that they had to be sent back; others took profit of their stay in Brussels to enjoy themselfs as much as possible going from restaurants to night-clubs and bars and never attending lessons and never appearing in the offices where they were supposed to be. But this was perhaps the influence of the colonialist regime and now, after Independence, all will going reight.
