Background: Regular weekly Cabinet session at the prime Minister's offices Jerusalem had a crisis air when Dep. P.M. Yigael Yadin dug in his heels over a Cabinet decision to create two new West bank settlements, and ??? two others, taken while he was out of the country. When the Cabinet refused to stop work on ??? settlements while the decision was referred back to the Defence Committee, Yadin invoked the "coalition agreement" (under which he joined the Begin govt.) for the first time.
