Similarly it is fair enough to be (indistinct) country but at the same time to be facing the problems of your very survival is a (indistinct) to all of us here. Indeed as Comrade Desta eloquently reminded us, most of our economies are in very, very serious problems. at the moment the very ability to maintain existing facilities to all (indistinct) facilities, are threatened because of balance of payment crises, foreign exchange problems and so forth.

    INTRODUCTION: Delegates from Africa's least develop countries met in Addis Ababa this week (27-31 July) for a United Nations - sponsored Conference o Minsters. it was a prelude to a major conference on the world's poorest countries to be held in Paris in September.
    SYNOPSIS: Representatives from 21 African nations heard the opening address from Ethiopia's Comrade Fesseha Desta. Comrade Desta said there had been little response so far from eh international community to the needs of poor countries.
    He said he hoped there would be more concrete results from the Paris conference, but warned against the possibility that the whole exercise could be purely academic. Comrade Desta said assistance for under-developed countries, of which many African countries were the poorest, had to be without any political or economic strings. It also had to be responsive to the economic realities and aspirations of the receiving countries.
    The newly-elected Chairman, Tanzania's Minister for Planning and Development, Mr. Kighoma Malia, said Africa's problems needed urgent attention.
