    TRANSCRIPT: SEQ. 1: MAKARIOS: "There has been no withdrawal of foreign troops, whether (INDISTINCT) or otherwise. There shall be no measures for the return of the refugees to their homes, whether urgent or otherwise. There has been no cessation of foreign interference and no respect for the sovereignty, independence, territorial integrity and non-alignment of the Republic of Cyprus. All this despite the fact that Turkey also voted for Resolution 3212. In casting a positive vote, Turkey was merely pretending to go along with unanimity of the General Assembly. The United Nations resolutions on Cyprus provide also for negotiations between he representatives of the Greek and Turkish Cypriots with a view to reaching clearly a political settlement. Negotiations were indeed undertaken and turned out (INDISTINCT) Cyprus and sine the ... last (INDISTINCT) in Vienna, in New York under the personal auspices and direction of the Secretary-General. I very much regret that to date these negotiations have not produced any positive results."

    Background: President Makarios of Cyprus told the United nations General Assembly on Tuesday (7 October) that Turkey was taking, what he termed, "a negative approach" to negotiations leading to a settlement of the Cypriot situation.

    Addressing the General Assembly in the capacity of Cypriot Head of State-- a status which eh Turkish Government and Turkish-Cypriots reject -- President Makarios said that negotiations were the best way of solving the Cyprus problem.

    The President called for the implementation of United Nations resolutions urging the speedy withdrawal of Turkish troops from Cyprus, and the return of all refugees to their homes.

    Referring to talks between the leaders of the Greek and Turkish Cypriot communities under the direction of the Secretary-General of the United Nations, Kurt Waldheim, President Makarios said he "very much regretted that date these negotiations have not produced any positive results".

    The President added that the lack of progress in the talks was "entirely due to the negative attitude taken by Turkey".

    He emphasised that such "a negative attitude" was being taken by the Turkish government and not by the "representatives of the Turkish-Cypriots since the Turkish-Cypriot leadership is totally dependent upon and directed by Ankara" which is the capital city of Turkey.
