    MR. KOSYGIN SAID THE ASWAN PROJECT TO DIVERT THE NILE HAD STRENGTHENED FRIENDSHIP BETWEEN THE SOVIET UNION AND THE UNITED ARAB REPUBLIC.

    HE TOLD A MASS MEETING AT THE SITE THAT THERE WERE NOW ONE-THOUSAND HIGHLY-QUALIFIED SOVIET TECHNICIANS WORKING IN ASWAN. RECALLING THE FAILURE OF THE WESTERN POWERS TO EXTEND FINANCIAL AID TO THE PROJECT IN 1956, HE SAID ASWAN WAS NOT ONLY A GOOD SCHOOL FOR TECHNOLOGY BUT ALSO FOR POLITICS. THE EXPANSION OF ECONOMIC LINKS WITH YOUNG NATIONS WAS AN IMPORTANT PART OF THE SOVIET UNION'S EFFORTS TO SAFEGUARD PEACE, MR. KOSYGIN SAID.

    THE SOVIET PRIME MINISTER SAW THE DAM FROM THE SPOT WHERE HIS PREDECESSOR, MR. KHRUSHCHEV, STOOD TWO YEARS AGO TO SEE THE NILE DIVERTED. THE SOVIET UNION HAS PLEDGED GBP110 MILLION TOWARDS THE DAM, FIRST STARTED IN 1960. WHEN COMPLETED NEXT YEAR IT WILL HAVE COST AN ESTIMATED GBP336 MILLION.
