Background: The United states has accused the North Vietnamese and the Viet Cong of establishing a new anti-aircraft missile site in South Vietnam in violation of the Paris ceasefire agreement, and has warned that it "reserved the right to take necessary action" against the truce infringement.

Brig.-General John Wickham, acting chief of the U.S. delegation to the Joint Military Commission, told a meeting of the ceasefire body on Friday (23 March) that two Russian-built SAM-2 missiles, with radar and other support equipment, had been set up on the Khe Sanh plateau just below the demilitarised zone, separating the two Vietnams.

General Wickham said the new site was only 860 yards (800 metres) from a missile battery assembled, and later dismantled after protest by the U.S.

General Wickham made the accusation during a meeting called to try to break the deadlock between the United States and the North Vietnamese and Viet Cong over the release of the last U.S. prisoners of war and the withdrawal of U.S. troops from South Vietnam.

It was not known if the missiles identified at Khe Sanh were the same ones reported to have been dismantled previously.

This official North Vietnamese film, released in 1969, was the first to show a North Vietnamese missile unit in training.

This official North Vietnamese film was the first to be released showing missile crews in training and relaxing off duty. The Untied States told a meeting of the Joint Military Commission on Friday that a battery of two Russian-built SAM -2 missiles had been detected just below the demilitarised zone separating North and south Vietnam.

The Untied States says the missiles, with radar and other support equipment, had been set up on the Khe Sanh plateau. The U.S. statement said it "reserved the right to take necessary action" against this violation of the truce.

The missile unit is said to be sited only 860 yards from a previous battery set up by the North Vietnamese, which was dismantled earlier this month after U.S. protests.
