Background: Within hours of his announcement, authorities in Saigon were moving to impose President Thieu's martial law decree. The announcement came only a day after the President asked Parliament to give him special "emergency powers" for six months. Under the martial law proclamation all demonstrations are banned, the Government has control of food distribution, police can search any home or building at any time, the use and ownership of weapons is banned and the storage of all printed material considered "a nuisance to security" is also banned. More soldiers were on the streets than normal in Saigon yesterday and the palace was heavily guarded. Checkpoints were reinforced on rivers and more pass and permit checks were carried out than normal.
