    Background: For the first time since the death of his father, and recent succession to the throne, King Svang Vatthana, visited the Laotian administrative capital, Vientiane, Nov. 13, from his Royal capital in the north, Luang Prabhang.

    To celebrate the occasion, the city was gay with decorations and flags. King Savang, a devout Buddhist, first went to the famous Buddhist shrine near the capital.

    Built in the 13th Century, the shrine is said to house a hair of Lord Buddha. Here, accompanied by the Queen and his daughter, the new King prayed at the temple and paid his respects to the Buddhist order. As customary, a huge feast was held, with the Monks guests of honour.

    Prominent in the profession to the temple, was United Nations Secretary-General, Dag Hammarskjoeld, who arrived in the Laotian capital, Nov. 12 to study the country's troubled internal situation first hand, and determine whether the establishment of a permanent UN observer force, would assure the country peace.
