    Background: A joint communique calling for universal disarmament and a total ban on nuclear weapons was issued by India and Afghanistan on Wednesday (7 July). It came at the end of an official visit to Afghanistan by the Indian Prime Minister, Mrs. Indira Gandhi.

    SYNOPSIS: The communique was issued on the last day of Mrs. Gandhi's visit, when she held a news conference in the grounds of the official guest house in the capital, Kabul. The communique had said that nuclear energy should be used exclusively for peaceful purposes and also mentioned economic cooperation.

    After leaving Afghanistan, Mrs. Gandhi flew on to Muscat, the capital of the Gulf State of Oman, where she made a brief stop-over. She was met at Muscat Airport by the Governor of Muscat and the Sultan's Personal Adviser, Sheikh Sayyid Thuwaini Bin Shihab, and most members of the Oman Cabinet. The welcoming party also included representatives of Oman's Indian community.

    After the official welcome, Mrs. Gandhi and Sheikh Shihab had brief talks in the airport reception lounge. Mrs. Gandhi was hurrying back home to open a five-day conference of information ministers and officials from 56 countries which started in New Delhi on Thursday. The purpose of the conference is to discuss news exchange among non-aligned countries.
