    SPEECH (TRANSCRIPT) SEQ. 2: CARTER: "The Soviet aggression in Afghanistan was a brutal attack on an innocent and freedom loving people, without cause, and was a serious mistake for the Soviets to perpetrate against the rest of the world. They also have encouraged, as you know, vietnam to invade Kampuchea. As the leader of a so-called superpower, I felt if necessary to dramatise as greatly as possible and as lengthy a process as possible to be of deleterious or negative effect of Soviet aggression. The actions I took were not necessarily popular in my own country, to stop the sale of grain to the Soviet Union for a time, to withdraw from the Olympics, to stop the Soviets fishing in our waters and other similar measures. It's obvious to me that the Soviet Union must know about the aggressive tendencies of the Soviet leaders attempts to subvert world peace. And only way I could reach the Soviet people themselves was to have a number of countries not go to the highly publicised Olympics."

    SPEECH (TRANSCRIPT): SEQ. 4: CARTER: "I don't believe the Camp David agreement to strengthens Israel in the long run at the expense of her neighbours. Israel is indeed relinquishing on schedule tremendous areas of land previously occupied in the Sinai. And there is no way we will ever see permanent peace in the Middle East without two things. One, recognition by the Arab people of Israel's right to exist, and exist in peace. And secondly, the honouring of Palestinian rights. The right of the Palestinian people to have a homeland, and to have a voice in the determination of their own future. These two things have not yet come but they must come for permanent peace."

    Background: INTRODUCTION: Former United States President Jimmy Carter is now back in America after a private visit to the Far East. Accompanied by hi wife and two of his children, Mr. Cater paid his fourth visit to Japan, on the way home from china. Talking to Japanese newsmen Mr. Carter gave his views on several of the major issues facing America.

    SYNOPSIS: Mr. Carter met the assembled Japanese Press at their club in Tokyo. Although he was not visiting Japan in any professional capacity the journalists wanted his vies on Russia.

    And if Mr. Carter had plenty to say on Russia he also had a lot to say about one of America's other interests, the Middle East, still a major issue for the United States.
