Background: INTRODUCTION: South Korea's offer to open talks with North Korea on reunification, and more generally to set up some form of diplomatic contact, has been rejected totally by Pyongyang government's permanent observer at the United Nations. Speaking at a news conference on Wednesday (21 January), Mr. Han Si Haj described the invitation by South Korea's President Chun Doo Hwan for his northern counterpart, Him II-Sung, to visit Seoul, as "a proposal not worth dealing with".
