Background: A U.N. Conciliation Commission arrived by air at Leopoldville, Congo, Jan 3-4, in a bid to help the Congo's feuding factions reach some agreement leading to a possible establishment of representative Government.
As expected, no Congolese leader was present: President Kasavubu was officially preparing to receive Mr. Hammarskjoeld on a flying visit to the Congo Jan 5; Colonel Mobutu, the Army leader was absent from the capital and Mr. Lumumba, still with strong support among the powerful tribes, was in gaol.
The eleven-man Commission landed on a spot outside the normal landing area. From this semi-concealed spot, they hurried by car to U.N. hotel in the city. No statement was issued on their activities.
