Seoul was crippled by the downpour, as streets and houses in lowland areas were flooded, roads and bridge washed away, and telephone communications cut.
Lighting accompanied the torrential rain, which police said had destroyed more than 3,000 houses.
People in Seoul have been bailing water out of their flooded homes and piling mud and stones against the swiftly flowing water.
