    Background: The United Nations Headquarters is down on New York's East Side, at the centre of the island of Manhattan, and with delegates living as far away as Harlem's Theresa Hotel (Fidel Castro) and Glen Cove, Long Island (Khrushchev at weekends), the movement of delegations to and from the 15th General Assembly has become a nightmare for New York's police.

    An effective solution devised by Police Commissioner Kennedy has been to use the "one-way" avenues, which run the length of the island, by blocking off one side, leaving the southbound side free for the delegation motorcades with their outrider police and state department escorts.

    All leave for the New York City Police has been cancelled during the General Assembly, and the normal hours of work have been increased to 60 or more. The Police Benevolent Association has therefore started bringing station wagons with refreshments for the police who eat and drink right where they stand.
