The Lebanese Government has formally agreed to a comprehensive security plan designed to halt the fighting in Beirut.The plan is intended to separate warring factions in Beirut's southern suburbs, the Shouf mountains and Kharroub province.News of the security initiative came on January 3, the day before an Israeli air attack on the Bekaa Valley, near Baalbek.The old city is a stronghold of the pro-Iranian Shi'ite Moslem fundamentalist group known as "Islamic Amal".Nabih Berri, leader of the Shi'ite Amal Militia in Beirut, strongly criticised the Israeli attacks, accusing the Israel government of trying to undermine the security project.Israeli officials say Islamic Amal bases are staging points for guerrilla attacks against Israeli troops in Southern Lebanon.Under the security plan, buffer zones would be treated between the Lebanese Army, Amal, the Druze Progressive Socialist Party and the Lebanese Christian militia.The leftist newspaper As-Safir reported on January 5 that Amal objected to certain aspects of the security plan.The same day, Mr.Berri had talks with Lebanese Foreign Minister Elie Salem and Lebanese businessman Rafiq Al-Hariri to discuss details of the security plan.Hariri, who is mediating between the warring factions on behalf of Prince Fahd of Saudi Arabia, was asked by reporters when the plan would come into effect.He replied "We're hoping for the best".
