Background: POSTERS DECLARING THAT CAMBODIA CAN SURVIVE WITHOUT FOREIGN AID, PARTICULARLY FROM THE UNITED STATES, HAVE BEEN PASTED ALL OVER THE COUNTRY.

THE POSTERS, WRITTEN IN ENGLISH, CAMBODIAN AND FRENCH, WERE PASTED SHORTLY AFTER PRINCE NORODOM SIHANOUK, THE CAMBODIAN HEAD OF STATE, DECIDED TO TERMINATED UNITED STATES AID.

COMPLETED PROJECTS BUILT WITH AMERICAN AID WERE SHOWN ON POSTERS AS THOSE BUILT BY THE SANGKUM PARTY, THE ONLY POLITICAL PARTY IN THE COUNTRY, WHICH IS HEADED BY THE PRINCE.

THE LARGEST U.S.PROJECT -- THE AMERICAN HIGHWAY LEADING TO THE SIHANOUKVILLE PORT -- IS NOW FALLING APART.AMERICAN EXPERTS CLAIM THAT UNLESS THE WASHED AWAY PARTS ARE REBUILT, THE WHOLE HIGHWAY WILL GRADUALLY DISINTEGRATE.

THE SIHANOUKVILLE PORT, WHICH WAS BUILT FRENCH AID, IS NOW HARBOURING SEVERAL SHIPS FROM THE PEOPLES REPUBLIC OF CHINA.

MEANWHILE, THE CAMBODIAN GOVERNMENT CLOSED DOWN A CHINESE LANGUAGE NEWSPAPER WHICH HAD INDIRECTLY CRITICISED THE GOVERNMENT FOR TERMINATION AMERICAN AID.

ABOUT 50 OF ITS EMPLOYEES ARE OUT OF JOB.THE NEWSPAPER DESCRIBED AS PRO-KUOMINTANG IS UNDERGOING VOLUNTARY LIQUIDATION.HOWEVER, FOUR PRO-COMMUNIST CHINESE DAILIES WERE NOT AFFECTED BY THE BAN.

THE PRESENT POLITICAL SITUATION IN THE COUNTRY HAS ALSO AFFECTED BADLY A SECONDARY SCHOOL BEING BUILT BY CAMBODIANS WITH AMERICAN BUILDING MATERIALS.

THE SCHOOL HAD BEEN LYING HALF-COMPLETED EVEN BEFORE THE HALT ON AMERICAN AID.THE SCHOOL WHEN COMPLETED WILL BE ONE OF THE LARGEST AND MOST MODERN SCHOOL IN ASIA.IT WAS BUILT ON SWAMPY LAND.CONSTRUCTION WORK STARTED ONE AND A HALF YEARS AGO.
