    Background: A U.S. Armed Forces Full Honour Arrival Ceremony was held at 9:15 a.m. for General Ernst Ferber, Commander-in-Chief, Allied Forces, Central Europe, at the Pentagon River Entrance. It was hosted by General George S. Brown, chairman, Joint Chiefs of Staff.

    The participating troops included the 3d United States Infantry (The Old Guard), Fort Myer, Virginia; the USMC Ceremonial and Guard Company, Marine Barracks, Washington, D.C.; the USN Ceremonial Honour guard, Naval District of Washington, Washington, D.C.; the USAF Honour Guard, Bolling Air Force Base, Washington, D.C.; and the USCG Ceremonial Honour Guard, Washington Radio Station, Alexandria, Virginia. Colonel Robert H. Clark, Commander, 3d United States Infantry (The Old Guard), was commander of the troops.

    After the arrival ceremony, General Ferber met with the Joint Chiefs of Staff and at 12;15 p.m., he was presented the Legion of Merit Degree of Commander (Second Award) by General George S. Brown in General Brown's office.

    General Ferber has distinguished himself in the performance of outstanding service as Commander in Chief Allied Forces Central Europe, during the period October 1973 through August 1975. During his tenure as the senior officer of a major military component of the North Atlantic Treaty Organization, General Ferber has molded troops of six allied nation into a formidable element of the North Atlantic Treaty Organization. His devotion to duty and his belief in the common cause espoused by freedom loving people have guided General Ferber in his daily tasks. General Ferber's thorough understanding of matters relating to the Alliance and outstanding professional competence has earned him the deep respect of all North Atlantic Treaty Organization associates. General Ferber's contributions to his country's and the North Atlantic Treaty Organization's defense efforts, and his exemplary achievements in a position of great responsibility are in keeping with the highest traditions of the military and reflect great credit upon himself, the North Atlantic Treaty Organization, and the Army of the Federal Republic of Germany.
