    RAISANI: "The oceans and the space, which constitute the "common property resources" of mankind, are and will continue to be exploited by developed countries possessing necessary capital and technology to do so. We must, therefore, reach an agreement at this conference that these common property resources should not be allowed to be exploited for making the rich richer, but for the benefit of the whole of mankind. In this regard, our delegation would venture to propose that a substantial percentage of financial benefits of mankind should be credited to a fund to be known as the "United Nations Development and Environment Fund" for the benefit of developing countries. As substantial additional resources are required for financing environment, as well as development needs of the poor countries, we would like to suggest, Mr. President, that this conference seriously considers the possibility of a special levy on the consumption by developed countries of all-renewable resources of the earth. The proceeds from such a levy could then be earmarked for promoting development and environmental programmes of the developing countries. Such a transfer of resources will ensure an automatic and additional way of financing the increasing needs of the poor nations."

    Background: A special levy on the consumption by developed countries of non-renewable sources, to promote environment programmes in undeveloped countries, has been urged by the Pakistan Minister for Food, Agriculture and Under-developed areas, Mr. Ghaus Bakhsh Raisani.

    Mr. Raisani was speaking yesterday (Wednesday 7 June) at the United Nations conference on the human environment, which opened in Stockholm, Sweden, on Monday (June 5).

    Delegates from 112 countries are attending the 11-day conference.
