    Background: After two years of good rains India has been hit by the worst drought since Independence in 1947. West Bengal has suffered the most devastating effects from the severe shortage of water and an associated famine. The drought has effected 15 million people in 12 districts and about one million field workers are out of work as a result of a drought induced grain crop failure. The West Bengal government is launching a programme of emergency measures to combat the crisis which includes the creation of work for the jobless, an increase in the supply of grain, the digging of wells, and the release of water from reservoirs in other districts. But is the local voluntary agencies which are initially relieving the famine. Children and nursing mothers are the main victims in an area where malnutrition is a major problem, even in ideal conditions.
