Background: THE REPUBLIC OF GUINEA HAS HELD ITS SECOND ELECTIONS SINCE INDEPENDENCE AND VOTED BACK TO POWER THE ONE-PARTY RULE OF PRESIDENT SEKOU TOURE.THE ELECTIONS PASSED OFF PEACEFULLY.

THE FORMER FRENCH COLONY, SANDWICHED BETWEEN PORTUGUESE GUINEA AND SIERRA LEONE, HAS A POPULATION OF ABOUT TWO AND A HALF MILLION.

IN 1958 IT WAS THE ONLY ONE OF FRANCE'S 13 AFRICAN COLONIES TO REFUSE MEMBERSHIP OF DE GAULLE'S EMBRYO COMMONWEALTH.THE PRESIDENT REPLIED BY CUTTING OFF AID WHICH IN THE PAST HAD HELP SUPPORT THE COUNTRY'S FRAGILE ECONOMY.

LATER, IN 1960, GUINEA BROKE WITH FRANC ZONE.MUCH EARLIER PRESIDENT TOURE HAD APPROACHED AND RECEIVED CONSIDERABLE AID AND INVESTMENT CAPITAL FROM THE SOVIET BLOC.THE PEOPLE'S REPUBLIC OF CHINA ALSO SENT AID.

HOWEVER, RELATIONS WITH THE EAST BECAME STRAINED AFTER AN INCIDENT IN WHICH THE RUSSIAN AMBASSADOR DANIEL SOLOD WAS EXPELLED.BUT THERE ARE STILL MANY SOVIET TECHNICIANS THERE AND THE SOVIET UNION IS STILL GUINEA'S MAIN OUTLET FOR ITS BANANAS AND PINEAPPLES.

LAST YEAR PRESIDENT TOURE VISITED THE UNITED STATES WHICH WAS CONSIDERED THEN AS A GESTURE OF DEVELOPING GOODWILL TOWARDS THE WEST, AND THE COUNTRY'S NEED FOR HELP FROM THEIR QUARTER.

THE NATIONALISTIC GUINEA PEOPLE HAVE ARGUED THAT THEY ARE NOT TAKING SIDES IN THE COLD WAR."WE ARE NEITHER PRO-EAST NOR PRO-WEST; OUR OWN DEVELOPMENT IS MORE IMPORTANT TO US THAN THE INTERESTS OF EITHER BLOC.
