To date, the two super-powers are still stationing ground, naval and air forces of well over a million, and have established thousands of military bases abroad. It is these super-powers which have obstinately rejected the prohibition and destruction of nuclear weapons, feverishly developing nuclear weapons and contending with each other for nuclear superiority. And they are doing this in order to press forward with their policies of blackmail, expansion, aggression and war. The threat to world peace and the security of the people of all countries originates precisely from these two super powers."

    Background: The nuclear policies of United States and Soviet Union were condemned as conducive to "blackmail, expansion, aggression and war" by the delegate of the Chinese People's Republic in the United Nations yesterday (Wednesday). Chinese Deputy Foreign Minister Chiao Kuan-Hua was urging the General Assembly to shelve the Soviet proposal for convening a world disarmament conference.

    Calling for a completely new approach to the disarmament problem, Mr. Chico deplored Soviet and American hypocrisy of talking disarmament while preserving their own nuclear monopoly. The following is translation of an extract of Mr. Chiao's speech.
