Background: Libyan President Colonel Muammar Gaddafi, arrived in Tunisia on Tuesday (23 February) for an official visit. The Tunisians erected flags from both countries in the city of Sfax to welcome him. The visit is an effort to heal the rift developed between the two countries after attempts at a merger in 1974 failed. President Bourgiba of Tunisia reneged on that agreement only a few hours after signing it. He claimed to have been misled by his Foreign Minister and since that occasion relations between the two leaders have been strained. On Tuesday, however, the meetings between President Gaddafi and Tunisian officials seemed cordial and crowds waited outside the hotel where the meetings were being held. Some remained outside the hotel until the talks were completed to farewell the Libyan leader.
