    DAYAN: "Other problems, like the PLO, which is not a state, but we cannot deny their position, or their value in the conflict, and eventually in order to reach agreement. It isn't just the terrorists, or the terrorist organisation, it is also the civilian part of it, that is to say the Palestinian refugees."

    BROWN: "We have common strategic interests in the stability and well being of the Middle East. The American commitment to Israel's security resting as it does on moral and political grounds as well as on these vital security interests, is a long standing one, and I reaffirm that American commitment to Israel's security, today."

    Background: United States Defence Secretary, Harold Brown arrived in Tel Aviv on Tuesday (13 February) on the third stop of his four-nation Middle East tour. The recent developments in Iran dominated talks during Mr. Brown's visit to Israel. Israeli Defence Minister Ezer Weizman said in his welcoming speech at the airport that Mr. Brown's visit came at a time of actual and potential far-reaching changes in the Middle East, and that events in Iran underscore the importance of bringing stability to the region.     SYNOPSIS: General Dayan addressed the world meeting of Jewish War Veterans in Jerusalem (13 February). His speech is believed to be the first in which am Israeli leader has publicly mentioned the PLO in connection with an overall peace settlement.

    During Secretary Brown's visit he learnt that Israel wants to reshape its long term defence purchases from the United States. This had resulted from the Israeli government's concern over developments in Iran and the growing solidarity of Israel's neighbours. In his airport speech, Brown assured Israel of the United States' interest in the stability of the Middle East.
