INTRODUCTION: The annexation of the Golan Heights by Israel has resulted in Arab states at the United Nations General Assembly, led by Syria, asking the Security Council to declare the action null and void. The critics have also demanded that the annexation be rescinded. The Israeli parliament, the Knesset, approved the annexation on Monday (14 December). The UN has said their peace-keeping forces in the area would still subject Israeli forces to regular inspections, and they would consider any Israeli attempt to interfere a violation of the 1974 dis-engagement agreement.
SYNOPSIS: The Permanent Representative from Algeria, Mr. Mohammed Befjaoui, opened the afternoon session of the General Assembly debate on the Golan Heights on Tuesday (15 December). he said the annexation was an act of legislative piracy. He added that, if the Camp David Accord permitted this illegality, then the Accord itself was illegal. The Security Council, which met on Monday night (14 December), had already decided to defer action on Syria's resolution condemning the action. The Israeli Prime Minister, Mr. Menachem Begin, said in jerusalem that the decision had been taken without consulting the United States. The Syrians have called on the UN to impose sanctions, should the Israelis not reverse their decision. The annexation has been widely condemned since the announcement on Monday (14 December).
