Background: A special report released in Australia proposes possible new sites for the northern city of Darwin, devastated at Christmas by a cyclone.
However, the report, issued by the Australian Cities Commission, states that alternative locations are no more immune from cyclones than the present one. The report says that climatic, recreational and aesthetic factors suggests coastal site. It recommends the development of Darwin with three Urban centres.
As an interim strategy, the commission says, the three largely self-continued areas should be developed ??? beginning with old Darwin and moving through to North Darwin and eventually Darwin East. The plan is based on an estimated population of 40,000 in the foreseeable future-- roughly the same as before the cyclone forced mass evacuations south.
Meanwhile a re-construction centre has been set up in the shattered city to handle thousands of questions flowing in on all aspects of building and citizens' rights. A further 200 soldiers will be sent to Darwin to help in the reconstruction program, bringing the contingent to 850. Scores of building workers, recruited from other cities, are in Darwin as the city begins to take preliminary shape once again. Any long term plan for reconstruction will depend on the relocation of Darwin Airport, according to the Cities Commission report. But arguments against this strategy stress a time lag of eight to ten years involved in building an entirely new airport-- and it now appears that the original airport will be rebuilt.
