    Background: THE THIRD PARLIAMENTARY CONFERENCE OF THE ASSOCIATION BETWEEN THE EUROPEAN ECONOMIC COMMUNITY AND 18 FRENCH-SPEAKING AFRICAN STATES IS TAKING PLACE IN ABIDJAN.

    THE CONFERENCE WHICH OPENED YESTERDAY (SATURDAY) IS BEING HELD IN THE NATIONAL ASSEMBLY OF THE IVORY COAST. THE MINISTER OF STATE, M. AUGUSTE DENISE, REPRESENTING THE HOST NATION, CALLED ON DEVELOPED NATIONS TO KEEP DOWN THE COSTS OF IMPORTS FROM DEVELOPING NATIONS BY REDUCING TAXES AND IMPORT DUTIES. HE ALSO ASKED DEVELOPED NATIONS TO HELP STABILISE THE PRICES OF THESE IMPORTS.

    CAUSING INCREASING CONCERN TO AFRICAN DELEGATES IS THE CONTINUED FALL IN PRICES OF PRIMARY PRODUCTS. EXPORTS OF THESE PRODUCTS FORM THE BASIS OF DEVELOPING AFRICAN ECONOMIES. AT THE SAME TIME, THE DELEGATES SAY, THE PRICES OF MANUFACTURED GOODS, WHICH HAVE TO BE IMPORTED FROM INDUSTRIALISED STATES, CONTINUE TO RISE WITH SEVERE ECONOMIC CONSEQUENCES IN AFRICAN COUNTRIES.

    THIS GROWING IMBALANCE OF PRICES BETWEEN WHAT AFRICAN COUNTRIES BUY AND WHAT THEY SELL IS THE NUMBER ONE PROBLEM OF THE CONFERENCE, ACCORDING TO PRESIDENT HAMANI DIORI OF NIGER. HE IS ALSO PRESIDENT OF THE AFRO-MALAGASY COMMON ORGANISATION (OCAM).
