Background: The ten-day sixth annual congress of the Indian Communist Party, with main discussions centering on preparations for India's general election due next year, opened at Lumumbanagar - named after the former Prime Minister of the Congo, Patrice Lumumba - near Vijayawada, Andhra Province, Southern India, April 7.

The 700 delegates were also due to discuss the declared policy of the Russian Communists of peaceful coexistence and the theory of the Chinese Communists on the inevitability of war in the struggle against the non-communist world.

A Russian delegation is attending: heading it is Central Committee Secretary Mikhail Suslov, a leading theoretician in the Soviet Union. A communist Chinese delegation due to attend sent word of their enforced absence - the Indian Government reportedly refused to grant them visas.

Other delegations are from Rumania, Czechoslovakia, Italy and Australia. The strongest Indian delegation - of 115 - is from the State of Kerala, India's one State ruled by a Communist Government until its dissolution at the end of March 1959. Delegates include Kerala's former Chief Minister E.M.S.Namboodripad.

Another topic under discussion centered on the internal differences between two groups in the Indian Communist Party over the Indo-Chinese border disputes. The group condemning China for the border "aggressions" is headed by S.A.Dange.
