TRANSCRIPT SEQUENCE 2: TUNKU: "BRITAIN HAD OFFERED HUNTER, REFURBISHED HUNTER, WHICH IS, WE FEEL, ARE RATHER OUTDATED FOR OUR USE, AND THERE HAD BEEN AN OFFER OF LIGHTNING, WHICH WE FEEL IS RATHER TOO SOPHISTICATED FOR OUR USE. THESE ARE THE OFFERS MADE BY THE FIRM PRODUCING THESE AIRCRAFT."

    INTERVIEWER: "WHAT ABOUT ANOTHER PLANE?"

TUNKU: "THERE IS THIS HARRIER OF WHICH WE ARE VERY INTERESTED, BUT WHICH BRITAIN WOULD NOT BE ABLE TO SUPPLY UNTIL 1971 AND WE CAN'T WAIT ALL THAT TIME BECAUSE OUR COUNTRY IS UNDER THREAT OF AGGRESSION BY ANOTHER POWER."

INTERVIEWER: "WHAT IS THE URGENCY, WHAT IS THE THREAT?"

TUNKU: "YES. AS THE RESULT OF THE PHILIPPINE CLAIM OVER SABAH, THEY HAVE BEEN FLYING THEIR AIRCRAFT INTO OUR TERRITORY AND BUZZING OUR SHIPS AND WE ARE NOT ABLE TO DEFEND OURSELF AGAINST THEIR INTRUSION BECAUSE WE GO NO PLANS AT ALL. ALL THE PLANES WE HAVE ARE TRAINERS, TRAINERS PLAIN, OR TRAINING PLANES TO TRAIN OUR AIR FORCE, AND THE OTHERS ARE ALL TRANSPORT PLANES. IN THE PAST WE HAVE DEPENDED SO MUCH ON BRITAIN FOR ALL NEEDS, FOR DEFENCE NEEDS, SO AS TO ENABLE US TO GO IN FOR THE OTHER SIDE -- THE DEVELOPMENT, TO WHAT WE CALL PSYCHOLOGICAL WARFARE SIDE. TO WIN THE HEARTS AND MINDS OF OUR PEOPLE AGAINST THE COMMUNISTS. AND SO WE HAVE NOT BEEN ABLE TO DEVOTE OURSELVES AS BRITAIN IS WITHDRAWING."

Background: THE MALAYSIAN PRIME MINISTER, TUNKU ABDUL RAHMAN, TODAY (MONDAY) DISCUSSED HIS COUNTRY'S AIR DEFENCE NEEDS. SPEAKING AT A PRESS CONFERENCE IN LONDON, THE TUNKU SAID THAT BECAUSE OF THE PHILIPPINES' CLAIM OVER SABAH, MALAYSIA NEEDED EFFECTIVE MILITARY AIRCRAFT, PARTICULARLY IN VIEW OF BRITAIN'S PROJECTED WITHDRAWAL FROM THE FAR EAST.

THE TUNKU SAID THAT MALAYSIA HAD BEEN OFFERED SUPERSONIC BRITISH LIGHTNING FIGHTER-BOMBERS WHICH HE THOUGHT WERE TOO SOPHISTICATED AND REFURBISHED HAWKER HUNTERS WHICH WERE OUT OF DAYS. HE SAID THAT HE WAS INTERESTED IN THE HARRIER "JUMP-JET" AIRCRAFT, BUT COULD NOT AFFORD TO WAIT UNTIL 1971 WHEN BRITAIN COULD BEGIN SUPPLYING THEM.
