Background: Dominican President, Dr. Joaquin Balaguer, was sworn in for a second four-year term on Sunday (August 16) -- the first time a President has succeeded himself constitutionally in the country.
President Balaguer was able to seek re-election at the General Election in May through an amendment to the Constitution which has barred two consecutive terms.
He told the National Assembly that his government planned to build between 5,000 and 10,000 new dwellings annually and to buy all uncultivated land as part of an agrarian reform programme.
At the ceremony, held in the Palace of Congress before the Senators and Representatives from both Houses of the Dominican Republic, 74 Deputies, 27 Senators, 70 Mayors and 423 Councillors formally took office.
