Background: UPPER VOLTA'S PRESIDENT, SANGOULE LAMIZANA, LEFT GHANA LAST SUNDAY (25 AUGUST) AFTER A NINE-DAY VISIT WHICH MAY LEAD TO A TRANSPORT LINK BETWEEN THE TWO COUNTRIES ACROSS THE VOLTA LAKE AND A MUTUAL ELECTRICITY SUPPLY FROM AN INTERNATIONAL DAM AT DABOYA, IN NORTHERN GHANA. HIS DEPARTURE WAS PRECEDED BY A BANQUET IN HIS HONOUR THE NIGHT BEFORE (SATURDAY) AT WHICH THE CHAIRMAN OF GHANA'S GOVERNING NATIONAL LIBERATION COUNCIL, LIEUTENANT-GENERAL JOSEPH ANKRAH, WAS THE HOST.

AT THE BANQUET, REPRESENTATIVES OF FOUR WARSAW PACT COUNTRIES WALKED OUT AFTER GENERAL ANKRAH REFERRED TO THE INTERVENTION IN CZECHOSLOVAKIA. THE DIPLOMATS FROM THE SOVIET UNION, POLAND, HUNGARY AND BULGARIA LEFT WHILE THE GENERAL WAS STILL READING HIS SPEECH. IN HIS SPEECH, THE GENERAL SAID....."LADIES AND GENTLEMEN, EVENTS IN EUROPE TODAY ARE BRINGING HOME FORCEFULLY TO ALL SMALL NATIONS THE NECESSITY OF SUPPORTING AND STRENGTHENING INTERNATIONAL ORGANISATIONS LIKE THE ORGANISATION OF AFRICAN UNITY AND THE UNITED NATIONS AS A MEANS OF SAFEGUARDING THEIR SOVEREIGNTY AND TERRITORIAL INTEGRITY."
GENERAL ANKRAH ALSO SAID THAT STEPS WERE BEING TAKEN FOR THE GRADUAL IMPLEMENTATION OF A TRADE AGREEMENT BETWEEN THE TWO COUNTRIES AND THAT A DELEGATION FROM GHANA WHICH RECENTLY VISITED UPPER VOLTA HAD REACHED AGREEMENT ON MEAT AND CATTLE SUPPLIES TO GHANA.

PRESIDENT LAMIZANA TOLD THE GUESTS AT THE BANQUET THAT HE HOPED GHANA AND UPPER VOLTA WOULD DERIVE MAXIMUM BENEFIT FROM THE DEVELOPMENT OF ECONOMIC AND TRADE RELATIONS AND THAT AGREEMENTS ALREADY SIGNED WOULD AUGUR WELL FOR THE FUTURE.

A JOINT COMMUNIQUE, SIGNED BY THE TWO GOVERNMENTS PRIOR TO PRESIDENT LAMIZANA'S DEPARTURE, ANNOUNCED THAT GHANA AND UPPER VOLTA HAVE AGREED ON THE RESTARTING OF A COMMERCIAL AIR SERVICE BY AIR VOLTA BETWEEN TAMALE, IN NORTHERN GHANA, AND OUAGADOUGOU, CAPITAL OF UPPER VOLTA.
