Background: The most universal economic debate in the world, the 30th Ministerial Meeting of the United Nations Economic and Social Council - ECOSOC - opened in Geneva, Switzerland, July 11. Ministers, Ambassadors and Delegates from 17 Council Members; 6 non-members; 27 member states of the United Nations; and 60 Specialized Agencies and International Organisations listened as UN Secretary General, Dag Hammarskjoeld, said he felt the hands of ECOSOC should be strengthened so that it might meet more adequately the economic requirements of the times in an increasing interdependent world.

Breaking away from his prepared text, Mr. Hammarskjoeld told the meeting that he would have to return to New York immediately to give his personal attention to "matters of technical assistance for the Congo in its transitional period". Reports from Leopoldville, capital of the Congo Republic, a few hours later, said that Premier Lumumba had appealed to the United Nations to send military specialists to help reorganise the Force Publique, the Congolese army which has been in a state of mutiny since July 16.

European refugees continue to stream across Congo Republic frontiers as reports tell of clashes between mutineers and Belgian troops flown in to protect Europeans involved in the situation. At Matadi, near Leopoldville, July 12, Belgian paratroops have encircled the town, and are facing mutinous Congolese troops in what could develop into a very ugly incident.

Premier of Katanga, Moise Tshombe, July 11, defied the central Government of the 11-day old Congo Republic, and declared the province independent. British Premier Macmillan told the House of Commons July 11 that Premier Tshombe had asked Britain for police help in controlling the situation. Wealthiest Province, in the Congo, Katanga's secession deprives the new Republic of two-thirds of its revenue.
