    TRANSCRIPT: SEQ. 3: PRESIDENT LEVINGSTON: "As a General of the Nation I hereby lay my thoughts before the Armed Forces, from whom I have received the mandate to carry out this stage of the highest leadership of the Argentine Revolution... This job we undertake at a time when we find ourselves shaken by intense and continuous social tensions that are cause, in part, by real factors-but accentuated by certain factions whose main object is to undermine the Nation, who scheme and wave the flags of discontent, but who do not provide viable solutions and who, in the end, crete hostile situations far graver than those which are truly justified. We are also forewarned against those manipulators of chaos who use tricky ideologies in apparently noble spiritual posturings-but who are really salaried employees of those who have as their aim the bogging-down of Argentina through crime, destruction and subversion."

    Background: The new President of Argentina, General Roberto Marcelo Levingston, addressed a large gathering of Government officials, military leaders, diplomats and businessmen on Tuesday (July 7), presenting his new government's plan of action-and lashed out at the terrorists and subversives that were undermining the country.

    Prominent among those who heard the 50-year-old new President speaking in the grand "General San Martin Hall" of the Government Palace, were the three men who put him in power-the three chiefs of Staff who ousted former President Ongania on June 9th in as bloodless coup:
    General Aljandro Lanusse, Admiral Pedro Gnavi and Air Force Brigadier Carlos Rey. Also present-Cardinal Caggiano, the Pope's representative in Argentina.
