    MEMBERS WERE ELECTED AT A SECRET MEETING ATTENDED BY 16 OF GENERAL GRIVAS SUPPORTERS, WHO WERE AMONG THE 152 WHO FLEW FROM NICOSIA LAST WEEK FOR THE CONFERENCE.

    THE PRECISE FUNCTIONS OF THE COUNCIL HAVE NOT BEEN DISCLOSED, BUT REPORTS SAY IT WILL STIR UP OPPOSITION TO ARCHBISHOP MAKARIO'S REGIME. COUNCIL MEMBERS SAID THE CYPRIOT GOVERNMENT WAS NOT DOING ENOUGH TO COMBAT COMMUNISM.

    EARLIER, GENERAL GRIVAS AND HIS SUPPORTERS TOOK TIME OFF FROM THEIR TALKS TO LAY A WREATH AT THE ATHENS TOMB OF THE GREEK UNKNOWN SOLDIER.

    GREEK STUDENTS JOINED THE GRIVAS SUPPORTERS IN A MARCH THROUGH THE STREETS TO THE TOMB. TWO FORMER EOKA FIGHTERS, CARRYING A WREATH, LED THE PROCESSION.

    GENERAL GRIVAS HIMSELF MADE HIS WAY INDEPENDENTLY TO THE TOMB, WHERE HE GOT A ROUSING RECEPTION. AS HE LAID THE WREATH, HIS KNEELING SUPPORTERS SHOUTED "LONG LIVE GREEK CYPRUS" AND SANG THE GREEK NATIONAL ANTHEM.
