Background: The Organisation of Arab Petroleum Exporting Countries' (CAPEC) chairman, Mr. Belaid Ahdessalem, arrived in Tokyo, Japan, on Wednesday (23 January).
Mr. Abdessalem, who is also Algeria's Industry and Power Minister, is expected to discuss the export of Japanese technology in return for continued oil supplies.
The Arabs are thought to be particularly interested in the Japanese skill in the petrochemical field. The Japanese government is likely to be keen on the idea of paying for oil by technology rather than cash. The Arabs have greatly increased the price of oil and the Japanese government who already have financial problems may have to make a second devaluation soon.
Saudi Arabian Oil Minister Sheikh Ahmed Yamani, who has been on a world tour explaining the Arab oil boycott, is scheduled to arrive in Japan on Saturday (26 January).
