    Background: VOTERS IN THE SOUTHERN INDIAN STATE OF KERALA WENT TO THE POLLS YESTERDAY (THURSDAY) TO ELECT REPRESENTATIVES TO THE 133-SEAT LEGISLATURE.IT'S ESTIMATED THAT BETWEEN 60 AND 70 PER CENT OF THE ELECTORATE OF 8 1/2 MILLION TURNED OUT TO VOTE.

    ACCORDING TO FIRST ELECTION RETURNS ANNOUNCED TODAY, MR.NAMBOODIRIPAD - CHIEF MINISTER OF KERALA'S COMMUNIST GOVERNMENT FROM 1957 TO 1959 -- HAS WON HIS SEAT IN THE LEGISLATURE.MR.NAMBOODIRIPAD IS LEADER OF THE LEFT-WING COMMUNISTS WHO PUT FORWARD 73 CANDIDATES, INCLUDING 39 IN PRISON.

    MR.R.SANKAR, CHIEF MINISTER IN THE CONGRESS PARTY GOVERNMENT DEFEATED LAST SEPTEMBER, WAS DEFEATED BY A LEFT-WING COMMUNIST.

    OF THE 36 RESULTS DECLARED SO FAR, THE CONGRESS PARTY HAS SECURED 13 SEATS, THE COMMUNISTS 10 AND THE KERALA CONGRESS - A SPLINTER GROUP OF THE CONGRESS PARTY SEVEN.OTHER PARTIES HAVE WON FOUR SEATS AND TWO INDEPENDENTS HAVE BEEN ELECTED.

    POLLING WAS PEACEFUL EXCEPT FOR TWO MINOR INCIDENTS IN CANNANORE AND KOTTYAM DISTRICTS.ACCORDING TO ELECTIONS OFFICIALS LEFT-WING COMMUNISTS (THOSE WHO SUPPORT PEKING) DETAINED IN KERALA WERE PROVIDED WITH FACILITIES TO VOTE FROM PRISON.

    (THE RULING CONGRESS PARTY PUT UP CANDIDATES FOR ALL THE SEATS, AND ALTOGETHER THERE ARE 558 CANDIDATES FROM 15 POLITICAL PARTIES.BUT INTENSIVE CAMPAIGNING HAS PRODUCED LITTLE PUBLIC ENTHUSIASM DESPITE A HUGE PROPAGANDA BARRAGE BY THE PARTIES, AND THE PREVAILING ECONOMIC DISTRESS IN THE STATE.)
    (COMMUNIST HOPES OF WINNING ELECTIONS IN A STATE CONSIDERED TO BE THEIR STRONGHOLD ARE REPORTED TO BE SHATTERED BY A SPLIT IN THEIR OWN RANKS AND LARGE-SCALE ARRESTS OF LEFT-WING COMMUNIST LEADERS BY THE GOVERNMENT.
