    Background: AN APPEAL IS TO BE MADE TO THE COMMONWEALTH PRIME MINISTER AT THEIR MEETING IN LONDON NEXT WEEK BY THE PRESIDENT OF THE ASSOCIATION OF BRITISH CITIZENS IN KENYA, DR. G.S. SANDHU, TO HELP THE THOUSANDS OF ASIAN TRADERS AFFECTED BY THE TRADE LICENSING ACT WHICH COMES INTO FORCE TODAY AND UNDER WHICH MORE THAN 700 TRADERS HAVE ALREADY BEEN ORDERED TO WIND UP THEIR BUSINESSES.

    MR. MWAI KIBAKI, KENYA'S MINISTER OF COMMERCE AND INDUSTRY, EXPLAINED THE NEW LAW IN A STATEMENT YESTERDAY (TUESDAY).

    HE MADE IT CLEAR THAT ITS AIM WAS TO RESERVE TOP BUSINESS PREMISES FOR AFRICANS AND TO CAUSE NON-CITIZENS TO EMIGRATE OR ENTER OTHER OCCUPATIONS.

    MR. KIBAKI SAID THAT FROM NOW ON, BUSINESS PREMISES IN CERTAIN CENTRAL CITY AREAS WOULD BE RESERVED FOR AFRICANS, THAT EVEN OUTSIDE THESE AREAS, LICENSING WOULD OPERATE TO ENSURE THE REMOVAL OF NON-CITIZEN BUSINESSMEN; AND THAT NON-CITIZENS WOULD BE FORBIDDEN TO TRADE IN CERTAIN SPECIFIED GOODS UNLESS NO AFRICANS WERE AVAILABLE TO TAKE OVER.

    IT IS ESTIMATED THAT ABOUT 3,000 TRADERS WILL BE BANNED WITHIN THE NEXT SIX MONTHS, LEAVING SOME 15,000 PEOPLE WITHOUT MEANS OF SUPPORT AND LOOKING TO BRITAIN TO ADMIT THEM.

    BEFORE LEAVING FOR LONDON LAST NIGHT, DR. SANDHU SAID HE HOPED TO PERSUADE THE COMMONWEALTH PRIME MINISTERS TO PUT PRESSURE ON THE BRITISH PRIME MINISTER TO LIFT THE COMMONWEALTH IMMIGRATION BILL. HE SAID HE HAD BEEN ASSURED OF THE SUPPORT OF MRS. GANDHI OF INDIA AND WAS HOPEFUL OF FURTHER SUPPORT.
