    Background: After taking over the presidency last month, Afghanistan's President, Hafizullah Amin, has said his troops have foiled more than two hundred and fifty anti-government attacks and conspiracies. In a radio and television speech on Monday (22 October), he referred to the resistance his pro-Soviet regime is facing from Muslim tribesmen. However, a demonstration of support for the President was held in Kabul recently at a rally of the ruling Khalq Party.

    SYNOPSIS: Pro-government supporters turned out in force for the rally. They were waving the red flags of the ruling Khalq Party.

    The occasion was a speech by President Amin announcing new land distribution among some three hundred thousand farmers. Giving farmers the opportunity to own land has been a feature of the pro-Soviet Kabul regime. However, it has been in the rural areas of Afghanistan that the Muslim rebels are reported to have gained most of their successes.

    President Amin also announced further details of his new constitution, under which he has offered amnesty for Afghan refugees and an end of misuse of political power.
