    MR JAMES RAMSDEN, BRITISH UNDER-SECRETARY FOR WAR, WAS AMONG THE OFFICIAL OBSERVERS WATCHING MEN OF BRITAIN'S RECENTLY RECONSTITUTED STRATEGIC RESERVE AS THEY SCANNED THE ISLAND'S SOUTHERN MOUNTAIN RANGES IN SEARCH OF THE "ENEMY" - THE 1ST GLOUCESTERSHIRE REGIMENT. THE ASSUMED SITUATION UNDERLYING THIS MOCK WAR WAS THAT BRITISH TROOPS HAD BEEN CALLED IN TO PROTECT COPPER MINES THREATENED BY A NEIGHBOURING STATE.

    MORE THAN 2,000 STRATEGIC RESERVE TROOPS WERE FLOWN TO CYPRUS FROM BRITAIN AT THE END OF LAST JUNE IN A GENERAL MOBILITY TEST. A FIRST BRIGADE EXERCISE WAS HELD DURING THE FIRST DAYS OF JULY, THE SECOND ONE BEGAN ON JULY 9 AND WAS TO END ON JULY 12. THE ENTIRE FORCE - PART OF BRITAIN'S SO-CALLED "FIRE-BRIGADE" - WAS TO BE FLOWN BACK TO BRITAIN BETWEEN JULY 14 AND 21. AN ARMY SPOKESMAN ATTACHED "NO SPECIAL SIGNIFICANCE" TO THE TIMING OF THE EXERCISE.

    BRITAIN'S CYPRUS-BASED TROOPS - ABOUT 5,000 MEN - ARE TO BE REDUCED IN SEPTEMBER BY A UNIT OF 500, WHO ARE NOT TO BE REPLACED.
