Background: Indian Prime Minister Mrs. Indira Gandhi was greeted by huge crowds when she visited Chandbali, in Balasore District, during a tour of the cyclone-devastated areas of Orissa State.

For Mrs. Gandhi, the day spent in Orissa and away from the Indo-Pakistan crisis had a personal significance -- it was her 55th birthday.

SYNOPSIS: People of the cyclone-devastated areas of India's Orissa State came out in force on Friday to welcome Prime Minister Indira Gandhi. At Chandbali -- citizens paid a 55th birthday tribute to her.

Children here urgently need protein foods to avoid the danger of malnutrition. Some 40 tons of rice have already been distributed among these hit by the cyclone and massive tidal wave which struck Orissa nearly three desks earlier. But an all-party relief committee has reported that more than 1,600 million rupees (92 million sterling) is still needed.

For Mrs. Gandhi it was a rare chance to switch her attention from the series of border clashes between Indian and Pakistani troops. But casualties in the path of the cyclone already stand high. Latest reports put the death tool at more than 11,000....and Orissa State authorities have warned that a cholera epidemic might follow. Thousands of rotting corpses and carcasses have already been burnt. The Indian Prime Minister heard calls for faster and better organised relief and rehabilitation. But the villagers of Chandbali are reportedly in a far stronger position to receive aid than others position to receive aid than others in Orissa, cut off from any usable road by a network of rivers and streams.
