    AN HOUR BEFORE THE TIME FIXED, UNITED NATIONS LORRIES ARRIVED AT THE AIRPORT WITH 45 KATANGESE PRISONERS. AFTER WAITING FOR AN HOUR PRODUCED THEIR PRISONERS, THE KATANGESE WERE DRIVEN BACK TO THEIR COMPOUND.

    A CEASE FIRE AGREEMENT SIGNED ON OCTOBER 13, PROVIDED FOR THE EXCHANGE AND ALSO FOR THE RETURN OF BUILDING AND INSTALLATIONS SEIZED BY THE UNITED NATIONS DURING THE FIGHTING TO BE RETURNED TO THE KATANGESE AUTHORITIES.

    MR. CONOR O'BRIEN, CHIEF UNITED NATIONS REPRESENTATIVES IN KATANGA SAID LATER THAT NO REASON HAD BEEN GIVEN FOR THE FAILURE TO PRODUCE THE PRISONERS, AND UNTIL THE EXCHANGE WAS GUARANTEED THE CEASE FIRE AGREEMENT WAS "IN ABEYANCE." IN ELISABETHVILLE ITSELF, A CROWD OF AFRICANS AND BELGIANS GATHERED OUTSIDE THE MAIN POST OFFICE AS THE EXCHANGE TIME DREW NEAR, BUT THE UNITED NATIONS FORCES WHO WERE TO VACATE THE BUILDING STAYED INSIDE.
