    Background: MR. WILLIAM ROGERS, THE AMERICAN SECRETARY OF STATE, WAS MET BY ABOUT 20 DEMONSTRATORS YESTERDAY (24 MAY) WHEN HE ARRIVED AT THE RAJ GHAT -- THE MEMORIAL TO MAHATMA GANDHI -- TO PLACE A WREATH AT THE INDIAN LEADER'S TOMB.

    IT WAS THE SECOND DAY OF MR. ROGER'S VISIT TO NEW DELHI. THE DEMONSTRATORS WERE MEMBERS OF THE COMMUNIST-LED TRADE UNION OF DELHI. THEY SHOUTED SLOGANS CALLING FOR AMERICANS TO LEAVE ASIA AND CARRIED BANNERS SAYING "ROGERS GO HOME".

    LATER THE AMERICAN SECRETARY OF STATE HAD FORMAL TALKS AT THE INDIAN FOREIGN MINISTRY. THE TALKS WERE FOLLOWED BY A VISIT WITH THE INDIAN PRIME MINISTER, MRS. INDIRA GANDHI, AND A MEETING WITH ACTING PRESIDENT, MR. V.V. GIRI.

    MR. ROGERS, WHO IS ON HIS WAY TO THE CENTRAL TREATY ORGANISATION CONFERENCE IN TEHRAN, CAME FROM BANGKOK, WHERE HE ATTENDED THE CONFERENCES OF THE SOUTH EAST ASIA TREATY ORGANISATION AND THE SEVEN NATIONS WHICH HAVE TROOPS IN VIETNAM.
