THE MEETINGS UNDERWAY IN PARIS OFFER A HOPEFUL FORUM FOR THE DEFINITION OF THE INTERESTS OF ALL PARTIES INVOLVED AND FOR THE DESIGN OF AGREEMENTS TO MEET THOSE INTERESTS. A SATISFACTORY OUTCOME DEMANDS THE BEST EFFORTS OF ALL CONCERNED. ONE THING IS A STRONG DESIRE FOR PEACE, A WILL TO SUCCEED, A MUTUAL RESPECT FOR ONE ANOTHER AND FOR THE PROFOUND AND PAINFUL SACRIFICES WHICH HAVE BEEN MADE. IT ALSO REQUIRES A PRECISE PERCEPTION AND RECOGNITION OF THE VITAL INTERESTS OF ALL CONCERNED. THE COMMITMENTS OF THE PAST RUN DEEP. EACH PARTY TO THE CONFLICT HAS FORMED THEM IN MORE THAN A DECADE OF WAR. THEY HAVE BEEN SANCTIFIED IN THE BLOOD OF MANY. THE NEGOTIATING OF PEACE IS TRYING AND DELICATE. IT MEANS WEIGHING OUR VIEWS IN THE BALANCE OF JUSTICE, TESTING THEM AGAINST THE PRINCIPLES OF INTERESTS AND ORDERING THEM FOR PURPOSES OF COMPROMISE.

    UNDER DEMOCRATIC PRESIDENTS, KENNEDY AND JOHNSON, MR. LODGE, 66, HAS TWICE SERVED AS U.S. AMBASSADOR TO SOUTH VIETNAM. HIS DEPUTY WILL BE MR. LAWRENCE E. WALSH, 57, A LAWYER AND FORMER U.S. DEPUTY ATTORNEY GENERAL. MR. LODGE WAS MR. NIXON'S RUNNING MATE IN THE 1960 PRESIDENTIAL ELECTION.
