Background: A Cabinet meeting of Ministers including Mlle. Sid-Cara and M. Moris, Algeria Affairs, was held in Paris, June 23, in view of the forthcoming preparatory talks for cease-fire negotiations with Algeria's FLN rebels.
A spokesman of the "Algerian Provisional Government" in Tunis said June 22 that an emissary had been appointed and would leave for France in the next few days. A French military aircraft had been placed at the disposal of the FLN delegation, but the rebels rejected the offer, saying they were not consulted about the arrangements made for the trip.
A Sabena airliner broke its journey to Brussels June 23 and landed unexpectedly at EL Aquina airport outside Tripoli. It is thought that the member or members of the FLN cease-fire mission boarded the aircraft for Brussels, where it was expected to arrive later the same afternoon. No reports have been received about the movements of the FLN delegation. One brief statement from Paris says preparatory talks are expected to start in Paris on June 24.
