    TRANSCRIPT: OBASANJO: "We never saw it as our duty, and we did not see it as the duty of any other country to forcibly effect a change in the government of another country on the grounds that we do not agree with the ideology, style and morality of that country or government (INDISTINCT). Such an intervention creates a dangerous precedent in African inter-state relations, the consequences of which are imaginable."



    BINAISA: "Your excellencies, I must refer to you to the brochures containing pictures, photographs, scenes both in Uganda and Tanzania, which speak for themselves. This is clear, concrete documentary evidence of the atrocities of Idi Amin. He used to take out the bowels of people, open the body, take out the bowels, and if the person is prominent enough, have a little bit of his lever fresh for breakfast in order to drive away the ghost of that individual from haunting him. Genitals of male victims were often put in their mouths. Stick were stuck in the genitals of females, torture of the worst kind. I know I may make some of your stomachs rather bad or sick, but these are the truths which have to got to be spoken, because for so long Africa has waited. For so long we have cried out in the wilderness for help, for assistance, for condemnation -- and nothing has been done. We have been told that 'you better get lost. This is the internal affair of Uganda. Now, how many people did we kill?. We killed about half a million people. And this is a gentleman, this is the man, my brother, the President of the Sudan, calls my brother."



    ONU: "Mr. Chairman, we of the Ugandan action convention, freely aligning ourselves with the aims of the great policy of non-interference, and in equal agreement with the United Nations' recognisation of the sovereignty of independent states, wish to draw your urgent attention to President Nyerere's deceit and treachery of the people of Uganda, and the way in annexing Uganda under the guise of overthrowing Amin."



    BINAISA: "Mr. Chairman, is that in order?"



    OBASANJO: "Public (INDISTINCT) will not be allowed in the hall. The meeting is therefore adjourned until tomorrow morning at ten a.m. Thank you very much."

    Background: A heated row broke our at the Organisation of African Unity (OAC) annual summit late on Wednesday night (18 July) over Tanzanian action in Uganda. The sixteenth OAU summit, which opened in the Liberian capital of Monrovia on Tuesday (17 July), had already witnessed drama when six delegates walked out during Egyptian President Anwar Sadat's defence of his country's peace treaty with Israel. Nigerian Head of State, General Olusegun Obasanjo, was in the chair when the question of Tanzania's activities in Uganda was raised.

    SYNOPSIS: The Nigerian leader has been a leading opponent of the Tanzanian action.

    Uganda's new president, Mr. Godfrey Binaisa, reacted bitterly to criticism of the role played by Tanzanian leader, Dr. Julius Nyerere, in ending Idi Amin's rule in Uganda.
