Background: The Soviet Communist Party leader, Mr. Leonid Brezhnev, addressed the tenth Hungarian Communist Party Congress in Budapest, Hungary, on Tuesday (24 November). He said that recent agreements with West Germany created a basis for extending European co-operation.

Mr. Brezhnev told the delegates the realistic policies adopted by the present West German Government had resulted in a Soviet-west German agreement being signed and one between West Germany and Poland being initialled. These created good prerequisites for extending peaceful co-operation among European States in a number of spheres and at the same time protected the legitimate interests of the German Democratic Republic (East Germany) and other Socialist countries.

The Soviet leader appealed for closer economic integration of the Communist States of Eastern Europe. Recently some Communist States, including Rumania, East Germany and Hungary, have shown reservations about such integration.

Earlier, the Polish Communist leader, Mr. Gomulka, welcomed the improved relations with West Germany. The recent agreements, he said, could become a turning point in the post-war history of Europe. The Hungarian leader, Mr. Kadar, indicated that his country too might be prepared to open diplomatic relations with West Germany.
