Background: ABOUT FIVE THOUSAND BUDDHISTS PACKED THE XA LOI PAGODA AND SURROUNDING STREETS OF SAIGON ON AUGUST 11 FOR A CEREMONY COMMEMORATING A YOUNG MONK WHO HAD BURNED HIMSELF ALIVE IN THE CITY OF PHAN THIET LAST WEEKEND IN PROTEST AGAINST SOUTH VIETNAMESE GOVERNMENT'S RELIGIOUS POLICY.

AT THE CONCLUSION OF THE CEREMONY, MONKS AND BUDDHIST BOY SCOUTS DISTRIBUTED BANNERS BEARING ANTI-GOVERNMENT SLOGANS TO THE CROWD OUTSIDE THE PAGODA. THE CROWD, FOR A WHILE, SEEMED LIKELY TO BEGIN A PROCESSION THROUGH THE STREETS. THEY HOWEVER, LOUDLY EXPRESSED THEIR WISH TO DO SO.

BUT MONKS, SPEAKING THROUGH LOUDSPEAKERS, SAID: "NOT TODAY, BUT NEXT TIME - WE KNOW YOU ARE NOT AFRAID OF ARMOURED CARS, BAYONETS AND GOVERNMENT REPRESSION".

THEY THEN CHEERED AND CLAPPED AS MONKS CRITICISED THE GOVERNMENT AND ATTACKED THE PRESIDENT'S SISTER-IN-LAW, MADAME NGO DINH NHU, FOR HER RECENT VIOLET ATTACKS ON THE BUDDHIST CAMPAIGN AGAINST RELIGIOUS DISCRIMINATION.

BUDDHIST LEADERS ALSO ANNOUNCED OVER LOUDSPEAKERS THAT IF THE POLICE FAILED TO REMOVE BARBED WIRE BARRICADES TO LET THE BUDDHISTS TO GO HOME, THERE WOULD BE ANOTHER SUICIDE ON THE SPOT IMMEDIATELY.
