    Background: Approximately 850 criminologists, police and prison officials, law officers and social workers from all parts of the world are in London to attend the second United Nations Congress on the Prevention of Crime and the Treatments of Offenders. The 12-day Congress, being held at Church House, Westminster, was opened August & by Viscount Kilmuir, Britain's Lord Chancellor.

    In association with the Congress, a special international exhibition at Carlton House Terrace aims to provide information about current methods of crime and treatment of offenders throughout the world. Many countries participating in the Congress have supplied their own exhibits.

    The first Congress, held at Geneva, Switzerland, five years ago was attended by representatives from sixty-one countries, but increasing world interest and concern have this time attracted delegates from more than eighty countries. The Soviet Union is officially represented for the first time, and a strong U.S. delegation is anxious to discuss its juvenile delinquent problems, a problem on which INTERPOL - International Criminal Police Organization - is submitting a report covering nearly 40 countries.

    Organising this Congress every five years is one of the most important aspects of the UN programme of social defence begun in 1946.
