    Background: FORMER BRITISH FOREIGN SECRETARY GEORGE BROWN, CURRENTLY TOURING MIDDLE EAST COUNTRIES, FLEW INTO THE LEBANON FROM CAIRO YESTERDAY (TUESDAY). HE TOLD A BEIRUT NEWS CONFERENCE THAT HE WAS MORE OPTIMISTIC ABOUT THE MIDDLE EAST SITUATION THAN HE HAD BEEN A FEW MONTHS AGO.

    MR. BROWN, WHO IS DEPUTY LEADER OF THE RULING BRITISH LABOUR PARTY, WAS ASKED BY NEWSMEN IF HE HAD PRESENTED NEW BRITISH PEACE PROPOSALS DURING HIS EARLIER MEETINGS WITH PRESIDENT NASSER IN CAIRO. HE REPLIED THAT ANY STATEMENT ABOUT THE TWO MEETINGS MUST COME FROM PRESIDENT NASSER.

    HE ADDED THAT EVERY STATE IN THE MIDDLE EAST MUST ACCEPT THE SECURITY COUNCIL RESOLUTION OF NOVEMBER, 1967, WHICH CALLED FOR ISRAEL TO WITHDRAW FROM TERRITORY OCCUPIED DURING THE JUNE WAS AND TO RECEIVE, IN RETURN, FREEDOM Of NAVIGATION IN THE SUEZ CANAL.

    MR. BROWN HAD EARLIER VISITED FOUR BRITISH SHIPS TRAPPED IN THE SUEZ CANAL SINCE THE JUNE WAR. ASKED ABOUT THE POSSIBLE REOPENING OF THE CANAL, MR. BROWN REPLIED THAT HE HAD TOLD PRESIDENT NASSER THAT IF THE CANAL REMAINED CLOSED INDEFINITELY, NO-ONE WOULD BE INTERESTED IN REOPENING IT.

    BUT AFTER HIS FOUR-DAY VISIT TO EGYPT, HE FOUND GROUNDS FOR OPTIMISM THAT FUTURE FOUR-POWER TALKS ON THE MIDDLE EAST MIGHT PRODUCE A FINAL SETTLEMENT, AND HIS TALKS WITH PRESIDENT NASSER HAD LEFT HIM IN A "CHEERFUL" FRAME OF MIND.
