    Background: The United States Secretary of State, Dr. Henry Kissinger, met Israeli leaders in Jerusalem for the second time in two days, in an attempt to narrow the differences between them and Egypt on the disengagement of forces along the Suez Canal front line. He arrived in the city on Monday night (14 January), carrying Egypt's counter-proposals to an Israeli plan for disengagement.

    The new talks began on the following morning Tuesday, (15 January at the King David Hotel and than during a working lunch at the residence of the Israeli Foreign Minister, Mr. Abab Eban. Before the lunch, Mr. Eban had reported to Mrs. Golda Meir, Israel's Prime Minister, on what Mr. Kissinger had told him of the Egyptian proposals. Mr. Meir is confined to her home with shingles, and therefore could not attend subsequent meetings with Mr. Kissinger.

    Accompanying Mr. Eban on his visit to Mrs. Meir, were the Deputy Premier, Mr. Yigal Allon, the Defence Minister, Mr. Moshe Dayan, the Minister without Portfolio, Israel Galili, and the Israeli Chief of Staff, Lieutenant General David Elazar.

    Before the working lunch, while the Israeli leaders were consulting together, Dr. Kissinger visited the Israeli Museum and the Shrine of the Scroll where he saw the ancient Dead Sea Scrolls.

    American sources said that the Secretary of State's meeting with Mr. Evan over lunch could determine whether Dr. Kissinger flew back to Egypt Tuesday night or the following day. When he did, it would be his third meeting with President Anwar Sadat in less than seven days.
