China for her part sent a note to Vietnam on the thirty-first of March expressing 'deep regret and indignation at Hanoi's lies...and repeated stallings of the opening of Sino-Vietnamese negotiation'. China claims that in some of the places mentioned by the Vietnamese spokesman, there are no Chinese troops at all. However in those provinces where there are troops, they are all on the Chinese side of the border. The problem arises from a difference of opinion between China and Vietnam about the border-line through certain provinces. China considers that Vietnam's demand for a withdrawal from these areas as a precondition to negotiations is an unreasonable request.

At a press conference in Paris on Friday (30 March), the Vietnamese made strong protests against Chinese troops' continued presence on Vietnamese soil.
SYNOPSIS: The Embassy spokesman, Monsieur Can said that the Vietnamese External Affairs Minister demanded that the Chinese authorities withdraw all of their troops, cease all their war preparations and threats of future was against Vietnam. He asked that Chine reply seriously to the Vietnamese proposals so that negotiations between their Foreign Affairs Ministers could soon begin.
Monsiuer Can said that while China claimed a withdrawal to her own territory since the fifth of March, the reality he said was that Chinese troops remained at ten areas in the Vietnamese provinces of Lang Son, Cao Bang, Ha Tuyen and others.
